Q: If the Patent Office withdrawals issuance of an application and the Examiner then issues a Final Office Action, can the finality of the Action be challenged?

A: Yes, if you do not agree with the "finality" of the Office action, you can petition to have the finality withdrawn. If you do not agree with any rejection in a Final Office action or an application that is twice rejected, you can appeal to the Board of Patent Appeals and Interferences.
